Do small and rural municipalities need AI consulting?

Yes, and often more than large cities. Small and rural municipalities have the same legal obligations under provincial privacy law but rarely have dedicated IT or privacy staff. Shadow AI (staff using unapproved tools) is common, and a single mishandled record can lead to a formal complaint or investigation. Consulting closes that gap at a scale and price built for smaller teams.

Does Spencer Morley Consulting work outside Alberta?

Yes. The municipal AI practice is available to municipalities across Canada, with guidance currently written for five provinces: FOIPPA in British Columbia, MFIPPA in Ontario, FIPPA in Manitoba, LAFOIP in Saskatchewan, and ATIA/POPA in Alberta. Delivery is remote and available nationwide.

What happens if our Alberta municipality missed the privacy management program deadline?

Alberta's Protection of Privacy Act (POPA, s. 25) has required public bodies, including municipalities, to have a Privacy Management Program since June 11, 2026. A passed deadline does not remove the obligation: a municipality without a Privacy Management Program in place remains exposed and can face formal complaints to the Office of the Information and Privacy Commissioner. The first step is a readiness assessment to document current AI exposure and policy gaps, followed by a fast-tracked acceptable use policy for council adoption.
