Jordan Morley leads the AI consulting practice at Spencer Morley Consulting, working with Canadian municipalities and Alberta small businesses to adopt artificial intelligence responsibly — without jargon, without software sales, and without the overhead of an enterprise consultant.

His focus is on the gap between where organizations are and where they need to be: staff already using AI tools without governance, privacy obligations arriving faster than policy can be written, and AI platforms that can't find or recommend businesses that haven't been optimized for them. He builds practical frameworks that close these gaps.

On the municipal side, Jordan specializes in ATIA and POPA compliance, shadow AI risk management, AI acceptable use policy development, and the Municipal AI Framework — a structured approach to readiness built specifically for small and rural municipalities that lack dedicated IT or legal resources.

On the small business side, he runs the AI Blind Spot Audit — a structured diagnostic that shows Alberta businesses exactly how they appear (or don't appear) across ChatGPT, Perplexity, and Gemini — and designs the remediation plan that follows. He also implements WebMCP (Model Context Protocol) configurations that make businesses findable and recommendable by AI platforms.
